剧情介绍：

　　二十世纪三十年代初鲁南闹匪患，青年军官高临峰为报家仇，主动请缨去陵沂城剿匪。当地驻军、安青帮、日本黑龙会与土匪沆瀣一气，剿匪举步维艰。中共地下党员高华君和沈岚岚为他指点迷津，帮他识破了昔日恋人安藤加代的真面目，摆脱了姐夫白龙飞的亲情拉拢，以蒙面侠黑旋风的方式伸张正义，并收获了沈岚岚的爱情。为粉碎日本人的细菌T计划，及掠夺山东煤矿的黑金计划，高临峰九死一生。他从沈岚岚等人身上受到革命熏陶，自愿接受党组织的领导，组织起神勇的黑旋风分队与敌人热血抗争。为保护抗日救亡物资，高临峰与制造家门惨案的白龙飞和黑龙会等展开殊死搏斗，最终将敌人一网打尽。加代以血洗耻，沈岚岚不幸牺牲，高临峰率黑旋风分队奔赴抗日救亡战场，成长为一名革命战士。
