剧 情 介 绍 ：
清乾隆初年，黄马褂应贡试占鳌头，殿试应对得体，乾隆很是欣赏，可是不懂为官之术的黄马褂为了吏治的事与皇上争辩，乾隆意给这个狂徒一点教训，于是只点了他二榜榜眼，未授一官半职，发回原籍历练。暗中皇上却派一等带刀侍卫唐敬之点化黄马褂，并将孟娇钦点给他。 黄马褂来到扬州，扬州县令冯记德，爱贤如渴，聘他担任县学训导，教育地方子弟。娇娇辗转来到扬州，冯县令亲自为两人主婚。 扬州知府因参与贩私盐下狱，冯记德接任，黄马褂成了候补知县。黄马褂上任后，整日忙着了解民情，运用与众不同的方式，幽默、机智地解决了百姓困难。唐敬之也总会及时出现指点迷津，令黄马褂敬佩不已。 黄马褂不黯官场习惯，说话耿直，幸好冯记德一旁维护，娇娇加以点化，黄马褂进步很快，县令当的得心应手。娇娇总是不放心，疑神疑鬼，跟踪！为此引发误会不断，令黄马褂哭笑不得。 黄马褂的人格品质和做官为民思想，得到乾隆皇帝赏识，乾隆御赐金匾“好官”！点黄马褂为扬州知府，并赐了一件“黄马褂”……
